City Council to vote on economic recovery plan, wireless facility ordinance and reopening plan

SOUTH LAKE TAHOE, Calif. - The May 12 agenda for the South Lake Tahoe City Council is a full one. The 9:00 a.m. virtual meeting will address the second reading of a wireless communication facility ordinance on private property, the first reading of the facilities on public property, a vote on $1,000 fines, reopening plans for City facilities and a hold on public events on City property until large gatherings are permitted.

The agenda includes:

Discussion and possible vote on a sixty-day deferral of business license fee payments for those businesses deemed "non-essential" that suffered a partial or complete shut-down period during the COVID-19 emergency.

Short-Term Economic Recovery Task Force Update and Recommendations - Requested action and suggestion motions: Pass a motion authorizing: 1) $50,000 to the Locals
EatSLT Restaurant Voucher Program; 2) $100,000 to the COVID Compliance Grant
Reimbursement Program, and 3) $50,000 to the Small Business Grant Program to be
administered by the El Dorado Community Foundation.

The second reading on the City's wireless communication facility ordinance on private property. They previously passed it and the ordinance is coming back for approval on the second reading. This proposed ordinance is intended to address community concerns and increase local control over the regulation of wireless facilities in compliance with federal and state law, which places some limitations on cities’ ability to regulate. This proposed ordinance regulates wireless facilities outside public rights-of-way, including on parcels within City limits under private or governmental ownership.

Discussion and the possible first vote on the first reading of a small wireless facilities ordinance for when they are placed on public rights-of-way. : The purpose of this policy is to provide comprehensive guidelines for the review
and processing of applications for the placement and design of small cell wireless facilities in public rights-of-way in accordance with the South Lake Tahoe City Code.

As the City prepares to emerge from the Shelter in Place order, a presentation on how City staff will coordinate the re-opening the City and City offices.

Pass a motion to postpone or cancel all events on City property for the next 90 days and postpone any new event applications until Public Health officials permit large gatherings.

A discussion and possible vote on rescinding Executive Order #1. At its special meeting on May 6, City Council directed the Acting Police Chief to relax enforcement of administrative citations and fines against non-resident property owners visiting their properties and directed staff to bring back a discussion of whether to keep in place, modify, or rescind Emergency Order No. 1 at the May 12 Council meeting. Since the adoption of Emergency Order No. 1, El Dorado County and the City of South Lake Tahoe have made significant progress in the steps the Governor outlines to begin phased reopening. As we move into Phase 2 of the reopening plan allowing some non-essential businesses to reopen, enforcement priorities may change and Council may want to consider either modifying or revoking Emergency Order No. 1, or leaving it in place and providing the police department with direction on enforcement priorities.
