1/8/18 6:00PM Update: It has been confirmed that Tahoe Wellness Center has reopened their doors for sales of medicinal marijuana. It is unknown at this time why they closed as both the State and the City did not ask him to close.

The Justice Department move on Thursday plunged California’s fledgling recreational pot market into further uncertainty, and was met with a bipartisan backlash from lawmakers in states where marijuana is now sold legally to any adult who wants to buy it.
Suspected illegal butane lab explodes in El Dorado County; 1 adult, 1 minor injured

On adult male and one juvenile were hospitalized after an explosion at a Camino, California home on January 1, 2018.
Initially, El Dorado County Fire responded to the 3:25 p.m. call of an explosion in a home in the 5100 block of Pony Express Trail. They then asked for El Dorado County Sheriff’s Office to respond to the scene for a possible butane extraction lab explosion.
Joshua Jamison, 39, was at the home when the explosion occurred and suffered burns to his face. He was transported to a local hospital where he was treated and released.

Whatever your reason, if you’re 21 or older, you can legally buy marijuana in Sacramento and other places in California starting Monday. As of Sunday afternoon, seven dispensaries received permits to sell recreational weed in Sacramento, and their owners raced to prepare for the new landscape.

Tahoe Chamber is holding their annual HR Employment Law Workshop on Wednesday, January 17 from 12:00 p.m. to 1:30 p.m. in the Chamber Conference Room.
This workshop will provide attendees with the latest human resources information such as the new minimum wage requirements in California, cannabis in the workplace, and other employment laws in store for 2018. The workshop will be facilitated by MOBO Law Attorneys Cameron Bordner and Keenan Hawkins.
The cost for each Level UP Workshop is $10 for Chamber members and $20 for aspiring members. Be sure to bring your "brown bag" lunch.

"This is not about making money, its about doing it right," said Mayor Pro Tem Tom Davis during Tuesday's City Council vote on cannabis sales in South Lake Tahoe.
Davis was speaking about their decision to approve an urgency ordinance and to take their time in creating the City's ordinance for legal cannabis sales in South Lake Tahoe. The moratorium will remain in effect for 45 days and expires on January 21, 2018 unless the City Council extends it before then.
South Lake Tahoe has new mayor and mayor pro tem

In their annual reorganization, the South Lake Tahoe City Council has voted in a new mayor and mayor pro tem for the year 2018.
Wendy David returns as mayor, a position she held in 2016. She was mayor pro tem during 2017.
Tom Davis returns as vice mayor for the fifth time.
"I want to thank the Council for your support," said Mayor David. "I want to look at how we want to move forward and focus on community conversation. It's what brings us together. Community conversation is the most important thing we'll do next year."

El Dorado County joins others in state to temporarily ban sales of cannabis

The El Dorado County Board of Supervisors have voted for a temporary ban of commercial licenses for both medical and recreational cannabis in El Dorado County with the exception of medical cannabis dispensaries allowed to operate under ordinance 4999.
At the same time, they voted to create a new ad hoc Cannabis Advisory Committee to study and create ballot measures for different cannabis commercial uses tied to
taxation for a local election.
Supervisor Sue Novasel, who represents the South Shore will join Supervisor Ranalli on the new committee.

Its election time and the only local issue is Measure C; an increase of one-half percent in local sales tax (excludes groceries and prescriptions) for a term of 15 years to fund road rehabilitation. I voted YES to the measure because there is no long term funding solution within the current budget or the foreseeable future. And, our roads are in terrible shape.

The last meeting of El Dorado County's Medical Marijuana Advisory Committee was a packed house, with a majority of those in attendance made up of cannabis growers in the area, and more of the same is expected at their next meeting.
One of the organizers, County Supervisor Sue Novasel of the South Shore, said all participants were respectful of each other's opinions. "It was a good meeting," said Novasel. She said many were concerned about a proposed registration procedure.

The Medical Marijuana Advisory Committee for El Dorado County will meet again on Thursday, October 12 in Placerville to discuss proposed ordinance changes to both the cannabis cultivation ordinance and code compliance ordinance that will create a civil enforcement process for marijuana cultivation.

The Tahoe Chamber is offering a workshop for employers concerning their policies and procedures on handling cannabis in the workplace on Wednesday, September 20 from 12:00 p.m. to 1:30 p.m. in their conference room.
Recent changes to state laws in California and Nevada legalizing the recreational use of cannabis have led to confusion among employers. One key question is whether employers are required to accommodate an employee's use or possession of cannabis at the workplace.

More than a few people have asked me if I was frustrated by this last city council meeting and the 6.5 hour discussion regarding the revised VHR (Vacation Home Rental) ordinance. I thought the City Manager's introduction on why we were looking at a revised ordinance and the staff presentation on the revisions were excellent and on point. At first I was a little confused about some of the council questions of staff but reminded myself that the VHR sub-committee made up of Mayor Pro Tem David and myself have been living, sleeping and eating the VHR issue for over two years.

There is no need to rush into an ordinance regulating the sale of marijuana in South Lake Tahoe. That was the overwhelming opinion of the SLT City Council Tuesday night after a special, four-hour long Cannabis Workshop.
"We owe it to our community to make sure we take every measure to protect them," said SLT Mayor Austin Sass.

The South Lake Tahoe City Council is holding a Cannabis Workshop on Tuesday, August 29 at 5:00 p.m. in their chambers at the Lake Tahoe Airport.
They decided to hold the meeting during the evening hours instead of their normal 9:00 a.m. meeting time in hopes more citizens would attend and speak.
No sales of cannabis are currently allowed in California outside of medical marijuana dispensaries. The state is finalizing their regulations and the City wants to be prepared as those are slated to start January 1, 2018.

We were successfully awarded $2.9 million in federal funds to complete all of the funding for the Sierra Blvd. Streetscape project-we are now 100% funded through construction. July kicks off the busiest time of the year for our city. Schools out, the temps are soaring in the valleys to the west and east of us, the roads are free of snow, and visitors from all over the world are getting away to see beautiful places and enjoy the great outdoors. For many of our businesses this is is the best time of the year. For many locals who like to play on the mountain trails and along the beach and eventually need to get to work, this is the hardest time of the year.

This week, June 4-10, is Community Health Improvement Week. It is a national celebration to recognize the work and efforts of health professionals to improve their community’s health.
One thing you will hear from Barton Health professionals is that improving the health and wellness in our community takes collaboration and commitment. This can be seen in the actions taken in the last two years to address South Lake Tahoe’s most pressing health concerns.

I took a couple of field trips this month related to learning more about cannabis and how it may affect our city if retail, commercial grows, testing, and edible production are implemented. I learned a lot and will share some of the highlights with you.
The first trip was to Breckenridge, a visit I piggybacked on top of a wedding I attended in Vail. I met with their Mayor, City Manager (formerly the police chief) and the assistant city manager. We met for two hours and our talk was primarily centered on their experiences with the legalization of cannabis in Breckenridge.

This past city council meeting all 5 council members agreed to have staff present us a ballot measure that would increase the city sales tax by 1/2%. This came after a survey was completed and results were presented by the outside independent company contracted by the city. The results indicated that almost 68% of the survey respondents supported the increase as long as the funds would be dedicated by law to roads.

Therapist Jennifer Golick has one piece of advice for young people who want to try marijuana: “Just wait.”
The teen brain isn’t just an adult brain with fewer miles on it, doctors and scientists say. It’s a beta version, still under construction.
So external influences — say, daily bong hits — can have a much greater long-term impact on a teen brain than they would on the brain of a 25-year-old grad student, 45-year-old professional or 65-year-old retiree.

There was one thing all speakers during Wednesday evening's Town Hall on recreational cannabis agreed on: People need to get involved, educate themselves and share their opinions with their elected leaders at local, county and state levels.
A panel of six people spoke to the crowd of almost 100 people (and another 300 who were viewing online) during the Tahoe Regional Young Professionals (TRYP) fourth Town Hall meeting in South Lake Tahoe.

SOUTH LAKE TAHOE, CALIF. - As the State of California figures out how commercial sales of recreational marijuana will be handled in 2018, the City of South Lake Tahoe has adjusted the marijuana ordinance to handle residential grows.
With the passage of Proposition 64 in November, residents can grow up to six plants in their homes, and the City changed their medical marijuana ordinance to match the requirements of the new law legalizing recreational use.

It’s been great seeing all of my friends and acquaintances who have lived here for less than 10 years posting photos and sharing how Snowmageddon 2017 has blown them away. I did the same when I first moved to Tahoe back in the 70’s and storms like this were not uncommon. Back then playing was more important than clearing the snow. I had a big Dodge Ram 4x4 pickup and I j drove over the snow in my driveway and packed it down. I did not own a snowblower and can’t remember shoveling much. One year the packed snow was so high I could not get the truck under the carport.

"We will continue to stay open," said Cody Bass, founder and executive director of the Tahoe Wellness Cooperative after being told by the City Council Tuesday that he no longer has a Medical Marijuana Dispensary Permit to operate in South Lake Tahoe. "We are going to take this to the end."
One of his lawyers, James Anthony added, "They will be reviewing this decision in Superior Court."
Austin Sass new South Lake Tahoe Mayor

At the beginning of Tuesday's South Lake Tahoe City Council meeting, Austin Sass was voted in as mayor, Wendy David as vice mayor and new Councilmembers Jason Collin and Brooke Laine were sworn in.
It was an unanimous vote for Sass, but with three Councilmembers interested in being vice-mayor, the vote for that position was a much closer 3-2. Both Brooke Laine and Tom Davis also expressed a desire to serve under Sass. Collin was the only one not interested in either position, citing his being "the new kid on the block" and wanted to learn the job he was elected for first.

Sunday night's honey oil lab explosion in a South Lake Tahoe home could have been much, much worse. Neighboring homes could have burned, people could have died.
While the incident on Plum Street is still under investigation by the South Lake El Dorado Narcotics Enforcement Team (SLEDNET), and few details have been released, the subject is one of not only local concern, but one of national concern.

A five month long investigation into the Highlands Health and Wellness marijuana dispensary in Shingle Springs uncovered what authorities say was a multi-million dollar criminal operation.
The El Dorado County Sheriff's Office (EDSO) centered their investigation on tax evasion, money laundering, conspiracy and the commercial distribution of marijuana for profit.

AB266 merges what were two competing bills and attempts to set up state regulations that will pass muster with the federal Department of Justice. Search warrants were served on Monday at five locations related to Tahoe Wellness Cooperative (TWC) and its owner Cody Bass. Staff from eight agencies spent hours at the South Lake Tahoe medical marijuana dispensary, pulling out boxes and containers of cannabis and records.

California cannabis growers may be making millions, but their thirsty plants are sucking up a priceless resource: water. Now scientists say that if no action is taken in the drought-wracked state, the consequences for fisheries and wildlife will be dire.
"If this activity continues on the trajectory it's on, we're looking at potentially streams going dry, streams that harbor endangered fish species like salmon, steelhead," said Scott Bauer of the California Department of Fish and Wildlife.
Craigslist ad leads to arrest of two South Lake Tahoe men

Members of the Western El Dorado Narcotics Enforcement Team (WENET) arrested two South lake Tahoe men on Thursday, April 30 after a week long investigation into circumstances surrounding a Craigslist ad.
David Anthony Reading of South Lake Tahoe responded to the ad of a motorcycle for sale on the west slope of El Dorado County. A county resident posted the ad and was contacted by Reading who offered the seller illegal narcotics as payment for the motorcycle.
The concerned citizen contacted the El Dorado County Sheriff’s Office.

Pot Bust in South Lake Tahoe nets nearly 300 pounds

A South Lake Tahoe man was arrested early Thursday by officers from the South Lake Tahoe-El Dorado County Narcotics Enforcement Team after they served a search warrant and found 300 pounds of marijuana plant trimmings.
Dwayne Allan Crenshaw,36, was arrested at his Fresno Avenue home and is accused of using the trimmings to create concentrated cannabis oils through several methods, including butane fuel extraction, a dangerous process that can cause an explosion and is a felony in California.

More than 64 pounds of marijuana was seized last Tuesday from a couple heading down US 395 from South Lake Tahoe to Rancho Cucamonga last Tuesday, according to reports by the San Francisco Chronicle and the Record Courier.
Mono County Deputies stopped the suspects near Bridgeport, CA. They were identified as driver Mark Bishop, 55, of Claremont, CA, and Heather Davis, 25, of Alta Loma, CA.

A device was thrown through the window of Patient to Patient, a marijuana collective in South Lake Tahoe, Calif. on Thursday night, prompting a bomb squad unit from Douglas County to be called to the scene. No injuries were reported. The scene was rendered safe at 12:30 Friday morning.
The device, thought to be explosive, was reported to South Lake Tahoe dispatch at 10:15 p.m. Patient to Patient is located at 2314 Lake Tahoe Blvd.
