South Lake Tahoe City Council to address housing, commodities and sale of properties

SOUTH LAKE TAHOE, Calif. - The City Council has a long agenda to go through during their meeting that starts at 9:00 a.m. on Tuesday, August 6.

Some of the highlights:

Council will review a draft policy that would govern the future disposition of TRPA development commodities owned by the City of South Lake Tahoe. It is likely that there are many different approaches to be considered, and the August 6 meeting represents the initial effort to develop a policy that is consistent with City Council's priorities. The City maintains an inventory of potential residential units of use, single and multi-family residential units of use (i.e, residential allocations), tourist accommodation units, commercial floor area, and land

coverage. In most cases, the City has been holding these assets for many years, and they are providing no immediate benefit to our community. In other cases, the City has been approached by developers/business interests to either sell or provide the commodities for free or at a reduced rate, and the City has disposed of these commodities based on the merits of each individual request. City staff are now seeking to establish a clear City policy for the future disposition of these assets in order to be consistent and equitable, promote the achievement of City Council goals, and provide certainty for the development community. Their draft policy up for discussion a) establishes an annual determination of the fair market value of the various commodities, b) indicates that the City will sell the commodities at the established fair market rate, c) provides for the provision of commodities for workforce housing at no cost, and d) provides for the earmarking of commodities sales revenue in the City's Workforce Housing Fund (to be used for targeted workforce housing initiatives).

Another agenda item involves the potential disposition of city-owned property for workforce housing. The Council will consider the sale of five city-controlled parcels. There is interest from buyers on three of these lots on Riverside Avenue, The parcels total approximately 1/3 of an acre and the City would consider selling them with the proceeds going to workforce housing instead of developing them for that much-needed housing category. The five lots are at 3483 Ralph Dr., 2180 Washington Ave. and three parcels at 3141 Riverside.

They will hear an appeal of the Planning Commission's decision to approve a monopine cell tower at the corner of Ski Run Blvd. and Needle Peak Rd.

At a 2:00 p.m. time certain item, Council will concern replacement housing for the US50 South Shore Community Revitalization Project. There are proposed Memos of Understanding (MOUs) between the City, Tahoe Transportation District, and two
affordable housing developers, Pacific Development Group and United Housing Corporation that lay out the respective roles of the parties in bringing forward affordable housing projects to South Lake Tahoe. The MOUs indicate working together on the development of new affordable housing units on five parcels controlled by Pacific Development Group and one parcel controlled by United
Housing Corporation. They will also indicate an intent to pursue the development of affordable housing units on other parcels in close proximity to the housing units expected to be displaced by the proposed new alignment of US 50.

The meeting will start off with two proclamations, one for the 90th birthday of
Vikingsholm Castle and the efforts of Sierra State Parks Foundation to preserve and protect this local landmark for generations to come. The second is recognizing September 17 - 23, 2019 as “Constitution Week”. It is the 232nd anniversary of
the framing of the Constitution of the United States of America by the Constitutional Convention.
