New Registrar of Voters and head for Health and Human Services appointed

The El Dorado County Board of Supervisors today approved the appointment of Bill
O’Neill as Registrar of Voters, effective January 9, 2019.

O’Neill was most recently vice president of election cybersecurity and consulting for Runbeck Elections Services, Inc., a private sector elections technology, products and services company. While there, he built a collection of new election-focused software products which improved, among other things, the duplicate ballot

production process, ballot printing, and petition management process for state and local election officials. Prior to that, he was vice president of field operations, where he established a highly-successful support organization to work with over 160 election customers throughout the country, overseeing 115 support staff in 8 states.

“Bill comes to El Dorado County with 14 years of direct election experience in state and federal elections and regulations, and more than 25 years of Information Technology background,” said Chief Administrative Officer, Don Ashton. “He is exactly what the County needs to successfully address the upcoming changes and challenges to our elections systems.”

“I’m looking forward to applying my experience to meet the challenges that are unique to El Dorado County’s elections systems and retaining the high level of confidence its residents have come to expect from its Elections Department,” O’Neill said.

O'Neill replaces 85-year-old William Schultz who gave his resignation to the Board in 2018.

The Board of Supervisors also approved the appointment of Don Semon as the new Director of Human and Human Services Agency. Semon had been the Director of Child Support Services since 2014.

“We are delighted that someone of Don’s caliber and experience will guide the County’s various and far-reaching efforts on health and welfare issues to help residents stay healthy and self-sufficient,” said Don Ashton, Chief Administrative Officer.

Before joining El Dorado County, Semon spent more than 21 years with the Sacramento County Department of Child Support Services, ten of those years as the Assistant Director. While there, he was responsible for planning, directing and managing child support service functions including administration, staff services, legal,
and management information systems. He oversaw a $32 million budget. Prior to that, he worked for the Sacramento County Probation Department.
