Abducted South Lake Tahoe children found in Mexico; father arrested

The father of two South Lake Tahoe children who failed to return them to their mother on August 15 has been arrested in the Rosarito Beach area of Mexico.

Scott Selger of Chula Vista, Calif., was arrested by the Baja California State Preventive Police on September 1 and the children were safely returned to their mother, Jenn Luckman Conant.

Investigators from several agencies had been searching for Selger and the children after their mother realized her children, 9-year-old twins Ava and Paolo, were not on their scheduled return flight home after visiting with their father.

"Selger abducted them into Mexico with no intention of returning them," said an El Dorado County District Attorney press release. "Realizing that her children were not on their scheduled return flight home and had been abducted into Mexico, the mother contacted the authorities and immediately began the legal process of getting them returned."

Communication was established with Selger about a week before his arrest via Skype and telephone. El Dorado County DA Investigator Bryan Kuhlmann of SLT, along with the family members, spent hours communicating with Mr. Selger who was not willing to return the children in accordance with court orders, according to the DA's office.

Based on information gathered during the investigation, it was believed Selger was in the Rosarito area of Baja California, Mexico. His vehicle was located on 9/1 at about 2:00 p.m. in Rosarito and both Selger and the children were seen nearby. The Baja California State Preventive Police arrested Selger and the children were immediately returned to the mother, who was with Special Agents from California Department of Justice and Investigator Kuhlmann.

Selger was immediately deported and is currently in jail in San Diego County. He will be transferred to El Dorado County to be arraigned, possibly as soon as the beginning of next week. His bail has been set at $500,000.

The arrest of Selger was made after a closely coordinated and cooperative effort with the Baja California (Mexico) State Preventive Police, the El Dorado County District Attorney’s Office and the California Department of Justice, Foreign Prosecution and Law Enforcement.
