No moratorium on vacation rentals in El Dorado County

Tuesday's El Dorado County Board of Supervisors (BOS) meeting was just as all other meetings about vacation home rentals have been: A full house and a large contingent passionately representing both sides of the issue.

Supervisor Shiva Frentzen sought conceptual approval of an urgency ordinance to place a moratorium on the issuance of new vacation home rental (VHR) permits in the unincorporated portions of the County located in the Lake Tahoe Basin.

Tahoe Wellness Cooperative reopens after closing doors for two days

1/8/18 6:00PM Update: It has been confirmed that Tahoe Wellness Center has reopened their doors for sales of medicinal marijuana. It is unknown at this time why they closed as both the State and the City did not ask him to close.

El Dorado County to hold special meeting for vacation home rentals

There will be a special meeting of the El Dorado County Board of Supervisors to discuss vacation home rentals (VHRs) in South Lake Tahoe at 6:00 p.m. on February 1 at the City Council chambers.

Supervisor Sue Novasel said she believes a meeting about the South Shore should be held on the South Shore so more of the citizens could attend and participate.

The hot topic of VHRs has divided many neighbors with opinions on both side of the issue.

Vacation rental urgency ordinance on El Dorado County Supervisor agenda

There is an item on Tuesday's El Dorado County Board of Supervisor's agenda that caught many by surprise, especially those supervisors appointed to address the issue. Supervisor Shiva Frentzen is seeking conceptual approval of urgency ordinance to place a moratorium on the issuance of new vacation home rental permits in the unincorporated portions of the County located in the Lake Tahoe Basin.

First weekend of VHR ordinance in South Lake Tahoe nets eight violators

Over the first weekend of enforcement of the new South Lake Tahoe Vacation Rental Ordinance, eight violations were issued at a price tag of $8,000.

Parking was the biggest offense with renters having more cars than allowed, something that caught many by surprise as they thought noise would bring in the most violations for vacation home rentals (VHR). Four citations were issued for parking, two for exceeding occupancy, one for parking and noise combination and one for being an unpermitted VHR.

The SLT City Council voted in the new ordinance to take effect December 22, 2017.

3 strikes and you're out: New VHR ordinance begins in South Lake Tahoe

With the new South Lake Tahoe Vacation Home Rental (VHR) Ordinance going into effect on Friday, December 22, 2017, the police department took the first steps in acting on one part of that new document, the three strikes and you're out portion.

On Thursday, South Lake Police Department (SLTPD) sent certified mail notices to permitted VHR owners who have had one or two upheld violations in the last 24 months.

Tools in place as new VHR rules go into effect in South Lake Tahoe

The City of South Lake Tahoe put the finishing touches to the new Vacation Home Rental (VHR) ordinance Tuesday, paving the way for what community members have asked for: More enforcement, better monitoring and rules to bring reasonable calm to their neighborhoods.

"This is a code with real teeth," said SLT Police Chief Brian Uhler. "It's a clear and simple message that we're not fooling around. There are strong laws for staff to carry out."

Cannabis urgency ordinance continues in South Lake Tahoe

"This is not about making money, its about doing it right," said Mayor Pro Tem Tom Davis during Tuesday's City Council vote on cannabis sales in South Lake Tahoe.

Davis was speaking about their decision to approve an urgency ordinance and to take their time in creating the City's ordinance for legal cannabis sales in South Lake Tahoe. The moratorium will remain in effect for 45 days and expires on January 21, 2018 unless the City Council extends it before then.

Squaw Valley creates nonprofit to mange and distribute millions

Squaw Valley has created a nonprofit that will manage and distribute millions of dollars generated from the voluntary project transfer fee related to the approved redevelopment of The Village at Squaw Valley.

Named the Squaw Valley Foundation, a seven member board of directors will soon be selected and it's members will be a mix of local residents and business owners, second homeowners and a public service district appointee.

10:58 p.m. - Driving without a license - Stockton Ave - A TRAFFIC STOP WAS CONDUCTED ON A VEHICLE FOR AN INFRACTION. IT WAS LATER LEARNED THE DRIVER OF THE VEHICLE WAS UNLICENSED. THE 32-YEAR-OLD FEMALE DRIVER WAS LATER CITED AND RELEASED.

New EDC Traction Control Ordinance ready to be enforced

Vehicles without the proper traction control device on their cars while on El Dorado County roads this winter may be fined and/or towed.

Massive traffic jams on Sundays in Meyers throughout last winter led drivers onto side streets without chains or snow tires on their vehicles, creating a parking lot of disabled cars that were stuck in the snow. Those drivers attempting to circumvent traffic ended up using Manda, North Upper Truckee and other local roads but a new ordinance will try and alleviate those issues.

New rules for vacation rentals in SLT start December 21

After months of debate and community discussions, South Lake Tahoe will have a new Vacation Home Rental Ordinance (VHR) starting December 21, 2017, but don't expect the discussions to be over.

The City Council will continue to evaluate the ordinance and look at it during a meeting a least quarterly as they look at what is working and what still needs adjustment.

El Dorado County joins others in state to temporarily ban sales of cannabis

The El Dorado County Board of Supervisors have voted for a temporary ban of commercial licenses for both medical and recreational cannabis in El Dorado County with the exception of medical cannabis dispensaries allowed to operate under ordinance 4999.

At the same time, they voted to create a new ad hoc Cannabis Advisory Committee to study and create ballot measures for different cannabis commercial uses tied to
taxation for a local election.

Supervisor Sue Novasel, who represents the South Shore will join Supervisor Ranalli on the new committee.

Letter: VHRs in El Dorado County are out of control

Dear Editor;

In writing this letter, I am only expressing my own opinion and not that of
any organization or entity.

Vacation Home Rentals (VHRs) in the County are out of control. As is
evidenced by the number of residents complaining about noise, parking, trash,
over-occupancy, etc, it is time for our government representatives to act and
change the current ordinance to respect our rights to live in peaceful
neighborhoods.

Collin was discussing the South Lake Tahoe Vacation Home Rental Ordinance after another full day of a City Council meeting focused on the subject of vacation homes in the community.

Sass Talk: Measure C, VHRs, Champions Plaza and more!

Its election time and the only local issue is Measure C; an increase of one-half percent in local sales tax (excludes groceries and prescriptions) for a term of 15 years to fund road rehabilitation. I voted YES to the measure because there is no long term funding solution within the current budget or the foreseeable future. And, our roads are in terrible shape.

El Dorado County may revamp VHR ordinance

As with meetings concerning vacation rentals (VHRs) in the City of South Lake Tahoe, many residents from the county turned out to voice concerns with the El Dorado County's Tax Collector C.L. Cherie Raffety Wednesday.

What was different than the City's meetings, Raffety limited how the public could speak about noise, parking, occupancy, hot tubs, zoning and other issues they have in their neighborhoods. She broke up the issues and heard concerns, one subject at a time.

County to hold VHR meeting in South Lake Tahoe

The El Dorado County Tax Collector will be holding a meeting to discuss vacation home rentals (VHRs) in the non-city limits portions of South Lake Tahoe on Wednesday, November 1 at 2:00 p.m. at the SLT library.

C.L. Raffety is holding the public meeting to discuss recent changes in the ordinance, and hear suggestions for amendments. Under consideration for changes include no sub-leases of vacation homes, signage requirements and looking at ways to eliminate clusters of VHRs in neighborhoods.

The South Lake Tahoe City Council voted Tuesday night to stop issuing permits for vacation home rentals (VHRs), at least temporarily.

City of South Lake Tahoe takes first look at ban of Styrofoam

Throwaway polystyrene coffee cups, soup bowls, plates, trays, meat packing trays, egg cartons, to-go boxes and packing peanuts are already a thing of the past in cities across the country, and South Lake Tahoe might soon have their name on that list.

City Council members heard a presentation at their October 17 meeting, testing the waters to see if there is a desire to eliminate or limit the use of Polystyrene within the City limits.

Single use plastic bags in grocery stores were banned in South Lake Tahoe in 2013 and recently made a pledge to use 100 percent renewable energy by 2032.

Special City Council meeting to vote on urgency VHR ordinance

If anyone thought they knew how the South Lake Tahoe City Council was going to vote on the proposed Vacation Home Rental (VHR) Ordinance on Tuesday they were most likely surprised with the turn of events after hours of public comment and Council discussion.

City staff had two weeks to create a new Vacation Home Rental Ordinance based on input and bring it to the Council to vote on a first reading October 17.

The City Council has sought to create an ordinance that both recognizes and protects the City's vibrant VHR industry while also improving the quality of life of the citizens.

Revised medical marijuana rules being worked out, committee sets next meeting

The last meeting of El Dorado County's Medical Marijuana Advisory Committee was a packed house, with a majority of those in attendance made up of cannabis growers in the area, and more of the same is expected at their next meeting.

One of the organizers, County Supervisor Sue Novasel of the South Shore, said all participants were respectful of each other's opinions. "It was a good meeting," said Novasel. She said many were concerned about a proposed registration procedure.

Could styrofoam be a thing of the past in South Lake Tahoe?

New York City; Washington, D.C.; Seattle, Washington; Los Angeles County; San Francisco; Miami Beach, Florida. South Lake Tahoe, California?

Hundreds of cities across the country have banned the use of polystyrene (better known as Styrofoam) in their communities. The SLT City Council will be taking a look into banning the substance in the City Limits at their October 17, 2017 meeting.

In 2013, South Lake Tahoe added a ban of single-use plastic bags in grocery stores to the City Code.

I hate to waste my time, but I cannot let the erroneous propaganda put out by the Emperor of City Hall go unrebutted. The City will not let go of this “nuisance” problem as it diverts focus on the dismal road conditions that the City has neglected for years. Also, City management has totally failed to provide a reliable snow removal system as we experienced last winter.

Sass Talk: VHRs, Martin Hollay and Yes on C

On Tuesday, a majority of city council agreed on a revised VHR (Vacation Home Rental) ordinance. In two weeks we will vote on the first reading of the ordinance and if a majority supports it, on November 7th would be the final vote to adopt the revised regulations and rules. The ordinance would then go into effect 30 days later.

El Dorado County reviewing their vacation rental ordinance

El Dorado County initiated the "Good Neighbor Program" in 2014 after holding a public meeting on October 23 of that year.

Tax Collector Cherie Raffety said during the meeting that the County wanted vacation homes to be a good neighbor instead of creating a situation that causes Sheriff's deputies to be called out for excessive noise. Management companies were to go to neighbors, introduce themselves and leave contact info.

South Lake Tahoe closer to new Vacation Rental Ordinance

Changes planned in El Dorado County Medical Marijuana Ordinance

I read with great interest Mayor Sass’s recent editorial of how he and Wendy David have been living, sleeping, and eating the VHR issue for over 2 years. I internalized these words and reflected how we, as responsible vacation home rental managers, have been dealing with inept City Councils and City Management for over 12 years.

More than a few people have asked me if I was frustrated by this last city council meeting and the 6.5 hour discussion regarding the revised VHR (Vacation Home Rental) ordinance. I thought the City Manager's introduction on why we were looking at a revised ordinance and the staff presentation on the revisions were excellent and on point. At first I was a little confused about some of the council questions of staff but reminded myself that the VHR sub-committee made up of Mayor Pro Tem David and myself have been living, sleeping and eating the VHR issue for over two years.

Occupancy, density and caps of SLT VHRs topic of long meeting

SOUTH LAKE TAHOE, Calif. - There are two topics that fills the City Council chambers: Marijuana and Vacation Home Rentals (VHR). Interested residents and other stakeholders in the City's proposed changes to the VHR ordinance not only filled chambers, but filled seats surrounding televisions in the lobby where the proceedings were aired.

After almost six hours of presentation and conversation, the City Council voted to bring back the new ordinance in one month on October 5.

Vacation rentals again on South Lake Tahoe City Council agenda

Renting a home while on vacation is the trend in many tourist destinations, not only in Lake Tahoe, but across the globe. This new way of vacationing has not come without issues so many towns are creating ordinances or, like in Anaheim and other cities, banning them.

City of South Lake Tahoe looks at temporary ban of marijuana sales

There is no need to rush into an ordinance regulating the sale of marijuana in South Lake Tahoe. That was the overwhelming opinion of the SLT City Council Tuesday night after a special, four-hour long Cannabis Workshop.

"We owe it to our community to make sure we take every measure to protect them," said SLT Mayor Austin Sass.

Public has opportunity to comment on new Lake Tahoe Shoreline Plan

An updated plan for the 72 miles of Lake Tahoe shoreline is in the works, one that could enhance recreation while also bringing more piers and buoys to the lake. Stakeholders have been working collaboratively in developing solutions to both manage natural resources while improving access to the lake for recreational purposes.

The Tahoe Regional Planning Agency, (TRPA) is asking for public comment as they go through the process of preparing a draft environmental impact statement for the proposed Lake Tahoe Shoreline Plan.
